San Francisco Tobacco Free Coalition’s Global Tobacco Control Policy Framework

Framework Actions:

Progress to Date:

A. The City and County Retirement Board adopt a policy to divest in tobacco stock

Coalition successfully advocated for the SF Retirement Board to adopt a policy to divest its tobacco stocks. Youth trained to speak about divestment.

B. Promote through local, state and federal legislators guidelines for international tobacco trade matters that ensure that human health is protected and that countries have the right to regulate the transnational tobacco companies.

Coalition sent letter of support re: Doggett Amendment that prohibits the use of federal government funds to promote tobacco. Coalition also sent a letter in opposition to Multilateral Agreement on Investments which would give company the right to sue a government if its laws "hurt" the company’s investment. Coalition successfully advocated for the Board of Supervisors to pass a resolution opposing the "global settlement".

C. The San Francisco Board of Education and Board of Supervisors actively support through the adoption of administrative policies international boycotts of products produced by the transnational tobacco companies or their subsidiaries.

Youth from Coalition advocated for the Board of Education to adopt the Commercial Free Schools Act that does not allow tobacco subsidiary food products to be sold in schools.

D. Work with the city to develop social justice criteria for Sister City relationships which includes adopting all or part of the Global Tobacco Control Policy Framework.

Coalition members, with staff support, have begun to identify Sister Cities in other countries. Consultant has written 16 country-specific position papers.

E. The Board of Supervisors develops and promotes legislation to require the transnational tobacco companies to adhere to the same standards both domestically and internationally.

Youth from 7 CBO’s collaborated to advocate for the Board of Supervisors to adopt a resolution calling for national legislation requiring U.S. tobacco companies to adhere to the same standards both domestically and internationally. Youth produced booklet in their own words to support resolution.

F. Support campaign reform that limits political contributions by individual, agencies, companies, and organizations.
